Governing Board

Governing Board of SIC formulates the policies and regulates the ongoing activities of SIC. Governing Board is created by selecting the members from member contries for a period of 3 years. But the country can change its members. Director appoints a Member Secretary for conducting daily administrative tasks of Centre. The structure of Governiung Board is as follows:

Director of the SIC

The Director shall work as an executive head of the SIC. The director will be nominated by the host country. The director shall manage and administer the centre and shall be responsible to the Governing Board for the SAARC operation and management for the centre and for ensuring that its programmes are properly developed and carried out.

Mr. Shanta Raj Subedi, former Director General of the Department of Information is the first Director of the SIC. Now, Mr. Shreedhar Gautam is acting as the Director of SIC. Mr. Gautam is the Director General of the Department of Information, Government of Nepal.

The director will be the legal representatives of the center. The director shall sign all deeds, contracts, agreements and other legal documents, which the necessary to ensure the normal functioning of the Center within the scope to determined by the Board. The director will be ex-offico member to the Board, and will also attend the meeting of the relevant bodies.

Funding System of the SIC

There are three types of budget

  1. Capital Expenditure
    The host country shall provide the accommodation of the centre with office space, water, telecommunications and major maintenance of the same.
  2. Institutional Cost
    The host country will bear 40% of the Institutional expenses. The remaining 60% will then be distributed among the seven member states, as per the agreed sharing percentage followed by the SAARC Secretariat.
  3. Program Cost
    The program cost of the SIC will be borne by Member states as per the agreed formula followed by the SAARC Secretariat
